自民党系最大会派が分裂、滋賀・栗東市議会2004年06月04日

新幹線の新駅建設に対して、地元負担の財源をめぐって自民党会派が袂をわかったようです。

「何が何でも建設｣の姿勢は正さねばならないと思いますが、新駅の経済効果もあるわけです。
慎重な審議が求められています。

滋賀県栗東市議会の自民党系最大会派「栗政会」（１１人）が３日までに、２つの会派に分裂した。新幹線びわこ栗東駅（仮称）建設をめぐって推進派と慎重派が対立したことや先月３１日の議長選で候補を一本化できなかったことが原因という。

　栗政会はこれまで新駅設置推進の立場を取ってきたが、建設負担金２４０億円のうち地元負担分の財源としてあて込んでいた市町村たばこ税が税制改正で大幅に縮減されることから、会派のうち４人が「市の財政基盤が弱く、早急な建設は好ましくない」と慎重な立場をとるようになった。

　これに対し会派の他の７人が「駅建設は市の最重要課題」として対立。議長選で同会派から２人が立候補して一本化できなかったこともしこりとなり、推進派の「新政栗東」（７人）と慎重派の「自民党栗東市議団栗政会」（４人）に分裂した。
　この結果、市議会は、両会派をはじめ、無党派・民主系の「栗東市民ネットワーク」（４人）、「公明栗東」（２人）、「共産党議員団」（３人）の５会派となった。
