市議の審議中パソコン持ち込み　仙台市議会に波紋ドット2005年03月18日

私の場合、自分の資料はほとんどパソコンに入っていますし、ネット検索を常に使いますから、パソコンは手放せません。
審議に支障を与えるようでは困り者ですが、パソコンは必需品となっています。

　開会中の仙台市議会２月定例会で、一部の市議が予算等審査特別委員会の審議に際してノート型パソコンを持ち込み、議会内に波紋を広げている。市議は「審議に関連する資料を即座に閲覧できる」と利点を強調。これに対し、議会運営委員会では「審議内容に集中すべきだ」と否定的な意見も上がった。

　市議は予算委の初日、委員長の許可を得て自席にパソコンを持ち込んだ。市議会では１９９９年、本会議場への持ち込みは自粛し、予決算委員会は委員長の判断に委ねることを決めている。

　メモを残す程度に使用を控えているというが、パソコンを持ち込んだ本当の目的は「市ホームページ（ＨＰ）の閲覧」。「審議で話題となったテーマについてその場で関連資料を見れば、理解が深まる」というわけだ。

　市議は「ネットに接続すれば、議場を一時抜け出して資料を取り寄せずに済む。市のＨＰは例規集やデータなど資料が豊富で、有効なツールだと思う」と強調する。

　だが、１６日開かれた議運では「パソコン操作で、議論そっちのけという態度にも見える」「予算審議に関連する資料は予算書以外ない」などと、疑問の声も上がった。

　ベテラン市議は「会議とは何ぞやという点に尽きる。議員は発言者の意見に集中すべきだ」と指摘した。
　結局、議運は「議員が良識ある行動をする」ことを確認して区切りをつけたが、市議は「非難される使い方はしてない」と納得がいかない様子。行政データの電子化が進む中、にわかに浮上したパソコン問題は、今後も尾を引きそうだ。
