　県議会の在り方を検討していた議会活性化等検討委員会は、一年間の検討結果をまとめた。来年度からの本会議のインターネット中継を決めたほか、議員発議の政策条例制定への一定のルールを定めるなどした。

　同検討委は、議会運営委員会の小委員会として黒木覚市議会運営副委員長を委員長に、六県議で構成。昨年五月から(1)議会広報(2)政策条例の制定(3)発言時間表示器整備(4)質問制度(5)当初予算審議方法―の五つを検討課題に協議を続けた。

　この結果、今年の六月定例議会からインターネットで本会議の模様を生中継し、録画も視聴できるようにすることと、発言時間表示器の設置を決め、新年度一般会計当初予算案に必要経費約一千万円を盛り込んだ。

　また、過去にほとんど例がない議員発議の政策条例の制定に向けたルールでは、提案者が政策条例検討会議（仮称）に提案。同会議で条例化の適否などを協議し、制定が適当とされた場合はワーキンググループで条例案を作ることで合意した。

　一問一答方式などが検討された質問制度、全議員で特別委を設ける案もあった当初予算審議方法は、直ちに現方式を変更するという結論には至らなかった。

　十八日の議会運営委員会で検討結果を報告した同検討委の黒木委員長は「議会内部で活性化を協議するのは初めてで、インターネットでの議会中継は若者にも県政に関心を持ってもらえると思うし、活性化へ少しでも前進した」と成果を挙げた。
