委員会の出席手当、凍結　財政難で議員が決断、北本市議会2005年03月26日

埼玉新聞の記事より。

委員会のみのようですが、費用弁償の額をゼロとしたようです。

　北本市議会は三月定例会最終日の二十五日、定例会などの委員会出席費用をゼロにする費用弁償削減条例案を、全会一致で可決した。来年度いっぱいの期限付きの措置。

　同市議会の委員会出席費用は議員一人一回当たり二千円で、年間で二百五万円前後の削減になる見込み。費用弁償額をゼロにするのは県内でも珍しいという。

　合併協議不調などの影響で市民負担も増える苦しい財政で、議会側も報酬を削減しようと計画。月額報酬の削減案なども出たが、協議の末、最終的に委員会出席費用の凍結に落ち着いた。

　北本市は、本会議、委員会、議会運営委員会などに出席した議長、副議長、常任委員長、議会運営委員長および議員に、一人当たり一日二千円の出席手当を議員報酬とは別に支給している。

　議員が一年間に出席する委員会は五十回前後で、費用弁償で議員二十六人に支払われた報酬の合計は、二○○三年度で二百二十六万円。○四、○五年度予算ではそれぞれ二百七十一万八千円が盛り込まれた。

　同市議会は、○二年度に委員会一回当たりの出席手当を三千三百円から二千円に減額。今回はゼロまで踏み込んだ。

　条例案に賛成した議員らは「議員報酬と二重取りになってしまうから必要ない。根本的な解決ではないが、議会側も協力するのは当然のこと」などと話した。
