確かに表向きの数字とは異なり、実際には多く支払われている実態を彰かにしています。
しかし公務員の手当ては、私のときは５か月分でした。
もちろん｢下駄｣はありません。
今はどうなっているのでしょうね。

　４７都道府県議会のすべてで、議員の期末手当（ボーナス）を算定する際、基準となる報酬月額に２０～４５％を加算している実態が、朝日新聞社の調査でわかった。期末手当は報酬月額に３．３～４．４カ月の支給月数をかけて支払われるが、加算によって実際には約４カ月～５．３カ月分が支給されていた。市民団体は「合理的な理由のない増額はお手盛りだ」と批判している。

　都道府県議の報酬月額は、東京都の１０６万円から鳥取県の７１万９１５０円まで幅がある。期末手当の算定はこの額が基準になる。

　朝日新聞社が全都道府県議員の０４年度の期末手当の支給状況を調べたところ、４７議会すべてが報酬月額に２０％以上を加算していた。

　最高の４５％を加算するのは、北海道や東北６県、東京都、富山県、広島県、福岡県など３５議会。支給月数は東京都が３．５カ月でほかは３．３カ月。だが加算で、実際は東京都が約５．１カ月分、ほかは約４．８カ月分が支給された。

　静岡県は加算率４０％で支給月数は３．３カ月分。実際は約４．６カ月分だ。加算率が２０％の自治体は大阪府や千葉県など１１議会あった。千葉県など６議会の支給月数は４．４カ月だが、加算によって約５．３カ月分が支給されていた。

　加算を始めた時期は大半は７０年代からだが、岩手県、千葉県など１２議会は９０年になってからだ。

　加算の根拠については、ほとんどの議会が「国会議員も期末手当で加算しており、それに準じている」（埼玉県）と説明する。国会議員の場合は、国会法で、中央省庁の事務次官をはじめ一般職の国家公務員の給料の最高額と、同等以上の歳費を受けると定められている。これに基づき、国家公務員の期末手当で加算が実施されたのに合わせ、７３年に２５％、９０年からは４５％を加算する。

　しかし、地方議員の場合、根拠となる法律はない。「国会議員を参考に、横並びで加算を決めてきた」（全国都道府県議会議長会）というのが実態だ。

　一方で、北海道と新潟、石川、鳥取の各議会は、財政難を理由に期末手当を３～１０％削減している。
